Has the Burns proposals hindered the consultation with regards to some roads returning to 30mph by placing unreasonable obstacles, rules and regulations in place making it difficult to implement and change some speed limits on roads.

No, the WG guidance document Setting 30mph speed limits on restricted highways: guidance for local authorities is what has governed the review of the road speed limits.
