Question to the Cabinet Member for Climate Change and Biodiversity : 2024/50 - Household Fly Tipping

Councillor Fouweather asked:

 

There has been a notable increase in Allt-yr-yn of single bags of household waste being dumped near to public bins right across the ward.

 

Would the cabinet member agree with me that this needs to be tackled quickly. 

 

I believe that the reason that we are seeing this kind of fly tipping is because the household bins are too small to cope with a three weekly collections A policy introduced by herself which is now creating this problem.

 

Will the cabinet member consider moving to larger bins for homes. If not how do you plan to manage this increase in fly tipping and where will the resources come from to tackle it 

 

Councillor Forsey responded:

 

The Council provides a weekly refuse collection for all recyclable and food waste, as well as nappies.

 

Data shows that three weekly collections for the small amount of non-recyclable waste is sufficient, and indeed the overwhelming majority of residents in Newport have fully embraced the changes and this has helped increase our recycling rate to over 70% - one of the highest rates in the UK.

 

This has also saved the council taxpayer more than £320,000 per year.

 

The depositing of waste next to public litter bins constitutes fly-tipping. Such deposits are investigated by officers and where evidence is found to identify the source of the waste, enforcement action is taken which may include prosecution. We all have a duty to keep our city clean and tidy.

 

Larger families of five person households or more can have a larger bin. If you know of a household that fits this criteria, please ask them to apply for a larger bin through the contact centre. Councillors can also assist residents with this.

 

If any resident has a concern about their waste capacity, officers are available to visit residents to support them in ensuring they’re making the most of the weekly recyclable refuse collections.
