Question to the Deputy Leader/Cabinet Member for City Services: 2021/16 - Delay in Drainage Upgrade for Llanwern Village

Minutes:

Councillor M Kellaway asked:

Would the Cabinet Member agree with the sentiments of the original email from a resident regarding the delay, and further delay in protecting Llanwern village by not investing in the recommended drainage upgrade proposed by Hyder is putting the village and wider community and city at risk of flooding? If so, why is this administration allowing such a delay?

I do not believe this is to be an operational question, simply a view of this administration and their area of responsibility views and priorities.

Councillor R Jeavons responded:

The original Hyder scheme design was carried out in 2005. Since then, there has been anumber of design criteria and statutory changes due to climate change.

We have recently carried out a full review of the report and are considering an alternative, more suitable and effective, permanent solution as the Hyder scheme would not fully protect  residents in the most severe weather events.,

This review is being actioned with developers jointly with a view to progress a permanent solution imminently. A recent underground survey has been actioned and defects identified have been repaired in the current system.

Ongoing investigations continue in the area with interested parties including NRW, NR, NCC,and both developers affecting storm water management in them. We are all fully committed to resolve this issue as a matter of urgency in support of residents in the ward.
