Question to the Leader and the Cabinet Member for Streetscene: 2018/13 - Waste Collections

Minutes:

Councillor David Fouweather asked:

Leader

You have in the recent past ruled out three weekly residual waste collections. You openly stated this in a meeting of the city council that three weekly bin collections would not happen.

However, I note the council has launched a consultation and in section 12 of that consultation one of the options is to have less frequent residual waste collections. In fact it is heavily weighted with the comment that this would save the council tax payer money as it would help to avoid welsh government fines.

Therefore can you tell me if you have now changed your mind and that you are considering three weekly waste collections.

The Leader and the Cabinet Member for Streetscene responded:

The Council’s position on this issue has not changed and there are no plans to introduce 3 weekly collections.  However, the Council is currently updating its Waste Strategy, which has been informed by engagement with Scrutiny Committee.  However, before I receive a final proposal for approval as Cabinet Member, consultation with residents must be undertaken on issues considered during the development of the Strategy.  This is an integral part of democracy and is also underpinned by our duties under the Wellbeing of Future Generations Act, which includes a duty on public bodies to ‘involve’ stakeholders in improving their own and their community’s wellbeing.

As a result a survey on recycling has been issued, including questions on service usage and provision.  Feedback will be taken into account and included as part of the Fairness and Equality Impact Assessment that will accompany any proposal linked to the Waste Strategy.
