The minutes of the meeting held 6th September 2024 were agreed as a true and accurate record.

The Committee asked the Strategic Director for Transformation and Corporate for an update regarding the outstanding action to provide a response on education data. The Committee were advised that this action would be picked up by the Strategic Director and Scrutiny Advisor.

The Strategic Director – Transformation and Corporate introduced the item with the Head of Finance and the Head of People, Policy and Transformation providing an overview of their respective areas to the Committee.

Comments and Recommendations

• The Committee requested further information regarding the landfill closure and resulting future plans for the waste that would usually have been disposed of at the site.
• The Committee recommended including sections in the consultation survey where

participants can offer alternative suggestions to budget saving proposals or areas where they would be content to see increases to costs such as Council tax or fees or charges to offset the difference.

• The Committee recommended including specific questions regarding different service areas and their service provision in the consultation survey, or developing separate area specific surveys as part of the consultation process.
• The Committee recommended using ward meetings as opportunities to gather consultation feedback from residents in attendance.
• The Committee requested an information report be forwarded to Committee regarding the analysis of the budget consultation outcomes, including other consultations undertaken, survey engagement data, lessons learned and any relevant feedback. They requested that this is shared in Autumn of the 2025-26 municipal year.
• The Committee recommended that future budget consultations begin after the Christmas season to maximise engagement opportunities.

a. Actions Arising

The Scrutiny Advisor updated the Committee on the Actions table. The Committee agreed that the outstanding action from the previous Corporate Safeguarding Annual Report would be raised at the Chair’s briefing and included in the following report.

b. Forward Work Programme

The Scrutiny Adviser presented the Forward Work Programme and advised the next meet was 6 March 2025 for the Anti-Poverty Strategic Plan.

c. Outcomes Monitoring

The Scrutiny Advisor updated the Committee on the Outcomes table. The Committee requested further detail on work that had been done regarding the Newport Matters since their recommendation.
