Personal Safety Training Session
Minutes:
The Civil Contingencies Manager and
Superintendent White of Gwent Police presented this item to the
Committee.
The following was
discussed:
- A Community Councillor enquired what
advice could be given for interacting with residents if someone
struggled with crowds or found it difficult to pick up on body
language. The Civil Contingency Manager provided some practical
advice on this topic, such as utilising other senses, trusting
instincts and travelling at quieter times of the day if
possible.
- The Democratic and Electoral
Services Manager advised that home visits should be avoided if
possible but if necessary then they should be carried out in pairs
for safety.
- A Community Councillor enquired
about the difference between harassment and stalking. The
Superintendent of Gwent Police advised that harassment can be
infrequent occurrences, but stalking is a more constant presence.
The Democratic and Electoral Services Manager informed Committee
that the contact details of local Police officers would be shared
with Community Councillors.
- A Community Councillor enquired
about the impact of GDPR on keeping information related to
potential harassment or stalking cases. The Civil Contingencies
Manager advised that documents and information could be kept if
they formed part of any potential evidence base.
- A Community Councillor enquired
whether the presentation will be circulated after the meeting. The
Democratic and Electoral Services Manager responded in the
affirmative.
- The Deputy Democratic and Electoral
Services Manager informed the Committee that the information for
setting up ICE and emergency contacts on mobile devices would be
shared with Community Councillors along with the personal safety
for elected members guidance.

Forward Work Programme
Minutes:
The Democratic and Electoral Services Manager
informed the Committee that the Senedd boundary review is open to
public consultation and Democratic Services would share the links
with Community Councillors to share with their residents.
A Community Councillor noted that One Voice
Wales were due to attend March’s meeting but had to cancel
due to sickness and asked whether they could attend a future
meeting. The Democratic and Electoral Services Manager confirmed
that could be arranged.
