Questions and Comments of the Committee.
Councillor Jordan questioned the disparity between the money received for education compared to money spent highlighted in on page 73 table 2. The Planning and Development Manager explained to the Committee that the figure spent was due the account being a rolling account whereby funds were accrued over years and then allocated to projects.
Councillor Howells thanked the officer for the report and asked whether section 106 contributions specifically earmarked for a school were added to the school budget or placed into the rolling account until the money was called for. The Planning and Development Manager noted that the funds stay in the rolling account until the funds were committed to the works specified in the 106 agreements.
Councillor Watkins queried whether contributions acquired via the section 106 agreement were returned within five years if unused. The Planning and Development Manager explained that the within the section 106 agreement the contributions must be used within a reasonable time, typically this would be 5 years from the payment of the full sum of contributions.
Councillor Watkins highlighted that in table 2 on page 73 of the report pack £32166 had been allocated to affordable housing yet £0 had been spent. Planning Contributions Manager explained that due to the large nature of affordable housing projects money received may sit in the rolling account for a few years before being committed to a project.
The Chair asked who decides which service does the section 106 contributions go into. The Planning and Development Manager confirmed that within the report the allocation of the contributions would be specified.
Councillor Jordan asked why contributions received from a development would be allocated to a project outside of the ward in which the development took place. The Planning and Development Manager detailed that the planning contributions manager would consult and work to make sure the contributions would best serve all of Newport rather than just specifically focusing on the ward level.
